New 911 Communication Tower in Brandt

100_02261On Friday, July 30, 2010, assembly began on the new 911 Communications Tower in Brandt.  Located adjacent to Miami County’s existing water tower, the new 911 Communications Tower will provide for better communication between the Dispatch Center in Troy and Law Enforcement, Fire and EMS units throughout the county.  The tower is not a commercial tower used for cellular communication.  It is for public safety communication.

Position Description / Essential Job Function

Position Title: Chief

Position Status:  Part-time Stipend

Division: Fire and Rescue Department

Reports to: Township Administrator

Definition:

This is a part-time position responsible for providing leadership to the Bethel Township Fire Department. This person is in charge of all aspects of the Bethel Township Fire Department, a volunteer department consisting of 41 members.

 The Chief must use creativity, innovation and fiscal responsibility, with the end goal of providing quality service to our internal and external customers, in every aspect of his/her duties. The Chief is charged with direct on-going evaluation of all personnel within his/her division for performance and effectiveness as it relates to the operations and programs of the division. In addition, Chief is charged with conducting yearly evaluation of all subordinate personnel as it pertains to their performance and effectiveness in their overall employment with the Fire Department. The Chief is required to exercise discretion and good judgment in conducting the day to day operations of the department.

 The Chief should keep an open and honest line of communication with the Administrator and advise him on all matters of organizational importance.

Qualifications:  Experience in leadership, public relations, planning, organizing, standards and current Fire/EMS service knowledge of procedures are a must. A Bachelor Degree in Public Administration, Fire Administration, or equivalency as a result of a combination of training, experience and demonstrated expertise. It is preferred that candidates contain no less than seven (7) years fire experience, of which no less than three (3) years of progressive supervisory experience. Specialized training such as the National Fire Academy or Executive Fire Officer (EFO) program would be beneficial. Certification as a (NFPA 1001 Firefighter 2) Ohio Certified Firefighter 2, Paramedic, Fire Safety Inspector, Hazardous Materials Technician, and Fire Instructor would also be beneficial. It is this position’s responsibility to secure adequate coverage for on call responsibilities and may be required to respond back to the Fire District without delay.

 Rate of Compensation: This position is a part-time stipend position.

On Tuesday, July 27, 2010, the Board of Township Trustees of Bethel Township, Miami County met in regular session. During this meeting, the Board of Township Trustees approved Resolution #10-07-093 accepting the resignation of Carl Blackburn effective June 29, 2010, and entering into a Compromise Agreement and Release with Mr. Blackburn.  This agreement included the payment to Mr. Blackburn of $4,250.00 in accrued, but unused leave time.

 With the Trustees acceptance of Mr. Blackburn’s resignation, the previously scheduled Special Meeting of the Bethel Township Board of Trustees-Miami County for the pre-disciplinary hearing for charges against Carl Blackburn scheduled for Monday, August 2, 2010 has been canceled.

 Additionally, the Board of Township Trustees, through Resolution #10-07-096, reclassified the position of Bethel Township Fire Chief from full-time to part-time, and directed the Township Administrator to advertise for this position beginning on July 28, 2010.  Application for this position may be made by delivering resumes to the Township Administrator prior to 4:00 PM on August 6, 2010 for first consideration.  The position will remain open until filled.

 In order to ensure the continuity of its Fire Department operations until a new Fire Chief is selected, the Board of Trustees has retained Robert Counts of Troy to serve as the Acting Fire Chief.  Acting Chief Counts previously served as Fire Chief for the City of Troy’s Fire Department.
